Free PDF Editors in 2026: How to Choose the Right One

12 min read

A free PDF editor can mean very different things in 2026. One tool rewrites the words already on the page, another only lets you type or draw over the page, and a third fills in form fields without touching anything else. This guide does not rank products: it helps you match a tool to the job in front of you.

ProPDF publishes this guide, so it also states plainly what the ProPDF editor cannot do. Facts about other products come from their own websites as of September 2026. Plans and features change, so check the vendor's page before you rely on a detail.

What editing a PDF can mean

A PDF is a fixed-layout format: it records where each piece of text sits on the page, and the text does not reflow as it does in a word processor. Changing a sentence means removing the old characters and drawing new ones in their place, so tools described as PDF editors can do quite different jobs. In practice, editing covers six kinds of work:

  • Changing existing text: correcting a typo, a date, an amount or a name in the document itself.
  • Adding content on top: typing in a blank space, placing an image or drawing over the page, without touching what is already there.
  • Annotating: comments, highlights, sticky notes and drawings that sit over the page for a reader to see.
  • Filling in a form: typing into the interactive fields a form provides, or placing text over a form that has no fields.
  • Signing: placing an image of your signature, or sending the document to other people for signature and following its progress.
  • Reorganizing pages: merging, splitting, rotating, deleting or reordering pages without changing their content.

What to check before you choose

A handful of questions separate one free tool from another. Answer them for your own document first, then compare what each vendor lists.

  • Existing text or content on top: some editors change the words already in the file, others only add text, drawings or images over the page.
  • Where the file is processed: in your browser, on the vendor's servers or in a desktop app. Read the vendor's own explanation before you upload contracts, payslips or identity documents.
  • Account: whether you must sign up or sign in before you can download the result.
  • Free-use limits: caps on downloads, tasks, file size or the tools included, which vendors set out on their pricing pages.
  • Watermark: download a test file and look at every page for a mark you did not add.
  • Scans and OCR: a scanned page is a picture of text. Unless optical character recognition (OCR) has added a text layer, no tool can find words on it to change or copy.
  • Forms: typing into real form fields is a different feature from placing text over the page, and an editor may offer one without the other.
  • Signatures: an image of your signature on the page is not the same as a signing service that sends the document to other people and tracks who signed.
  • Apps and connection: whether there is a desktop or mobile app, and whether any version works without an internet connection.
  • Languages and characters: whether the interface is in your language, and whether text you add displays your accents or alphabet correctly.

Tools you may already have

Before you look online, check what is already on your computer. Modern browsers such as Chrome, Edge, Firefox and Safari open and display PDF files, which is enough to read a document or check it before you send it.

On a Mac, Preview comes with macOS. Apple's guide says it can add text and signatures to PDFs: you click a form field and type, or add a text box when a form will not let you type into it directly. Its markup tools include Sketch, Shapes, Text, Highlight Selection and Note, and you can create a signature on the trackpad or by holding it, on white paper, up to the camera.

Adobe describes Acrobat Reader as a free app for viewing, annotating and signing PDFs, which you can download and use without a subscription on Windows, macOS, iOS and Android, or in a web browser through the Acrobat web app. Reader lets you add comments, highlights, sticky notes and free-text annotations. Adobe also states that text and image editing is not available in Reader and requires an Acrobat Standard or Acrobat Pro subscription.

If Microsoft Word is installed, it can open a PDF and convert it into an editable document. The layout may change in the conversion, so compare the pages with the original when the design matters.

Online suites with a free option

Smallpdf, iLovePDF, PDF24 and Adobe each offer many online PDF tools and organize their free use differently. Here is what each vendor lists on its own website as of September 2026. Prices are left out because they change; check the pricing page before you decide.

Smallpdf names four plans: Free, Pro, Team and Business. Its pricing page lists the Free plan with limited document downloads and limited mobile app access, and the pricing table has rows for a daily download limit and a daily task limit. Paid plans are subscriptions billed monthly or yearly, with a free trial.

According to that page, Pro adds text editing and OCR to what the Free plan includes. Smallpdf describes its Edit PDF tool as adding text, shapes, images and freehand annotations, and also lists an annotator, a form filler, crop, conversion to PDF/A, conversions to and from Word, Excel and PowerPoint, and signature requests through Sign.com with a certificate of completion. It lists a mobile app and a Windows app.

iLovePDF offers three plans: Basic, which is free, Premium and Business. Basic is listed with access to essential tools and limited document processing, and the comparison table marks some tools and file sizes as limited on it. Premium lists full access to all tools, access on web, mobile and desktop, digital signatures, workflows and an ad-free experience.

iLovePDF describes its Edit PDF tool as adding text, images, shapes or freehand annotations. Its home page also lists OCR, PDF Forms for creating fillable PDFs or filling them in, crop, compare, redact, PDF to Excel and PowerPoint, and iLoveSign for signing yourself or requesting signatures from others. The pricing table marks OCR PDF as available on every plan, while PDF to Word with OCR and the desktop and mobile apps are marked as not included in Basic.

PDF24 says all its tools can be used free of charge and without restrictions, financed by some advertising on its web pages. Its online tools work in the web browser with nothing to install, and PDF24 states that they process files on PDF24 servers. The tools it lists include PDF OCR, Compare PDFs, Redact PDF and Sign PDF, with a link to all its tools, so check that list for the editing features you need. PDF24 Creator, free desktop software for Windows with similar functions, is offered as an offline version of the tools.

Adobe's website offers free Acrobat online tools to convert, share, fill and sign documents. Its paid plans are Acrobat Express, Standard, Pro and Studio, each for a monthly or annual fee. On the pricing page, only Pro and Studio list turning scans into editable PDFs, redacting sensitive content and comparing versions of a PDF.

Adobe's Acrobat Pro page describes fixing typos, changing fonts, and swapping and cropping images. It also lists conversion to and from Word, PowerPoint and Excel, OCR, passwords and permissions, and e-signature requests with status tracking and reminders.

Where ProPDF fits

ProPDF offers 21 free PDF tools, with no account, no subscription and no ads. There is no daily quota, and no watermark is added to your files. Its editor, Edit PDF, is a server tool: a PDF of up to 4 MB is sent in full over HTTPS to the ProPDF server on AWS in the Paris region (eu-west-3) when you open it and again after each change; it is processed on that server, then deleted as soon as the task ends. A larger PDF is not sent, and only signatures can be added to it, in your browser.

On a digital PDF, Edit PDF lets you:

  • Change an existing line or block of text: click it, type the new wording, and choose the font (Helvetica, Times or Courier), a size from 4 to 72, a color and the position.
  • Replace a word or phrase everywhere in the document in one step.
  • Delete a block of text.
  • Place an X, ✓, ■ or ● centered where you click, for example in the boxes of a form.
  • Add a signature that you draw or type, or a PNG or JPEG image that you upload, from the signature panel.
  • Undo and redo changes, then download the result, named after your file with _edited added.

Each text change removes the letters of the original words from the page, one by one, and writes your wording in their place in one of the three standard fonts rather than the document's own typeface. The background, photos and table borders under them are kept, and so are the lines around. On a scan whose text was recognized by another app, the picture of the old words is covered with white instead. Search and replace works the same way.

Edit PDF cannot add a text box in an empty area, fill in interactive form fields, draw shapes or freehand lines, highlight, underline or add stamps. It has no OCR, so it finds no text to change on a scanned page, and above 4 MB it no longer detects any text. Rewritten text can only use Latin letters with common Western European accents, plus the euro sign and curly quotation marks: other characters, such as Cyrillic letters, come out as a dot.

Beyond the editor

Of the other 20 tools, 13 run entirely in your browser and do not send your file anywhere: merge, split, organize, rotate, delete and extract pages, sign, compare, add a watermark or page numbers, convert PDF pages to JPG or PNG, and turn images into a PDF. These tools have no file size cap; only your device's memory matters.

The seven other server tools (compress, PDF to Word, Word to PDF, redact, protect, unlock and chat with PDF) use the same Paris server and accept files up to 4 MB. Your file is processed on that server, then deleted as soon as the task ends; the chat keeps the document text and the conversation in your tab and sends them with each question, and the server keeps neither once it has answered. With your consent, the site sets audience-measurement cookies (Google Analytics).

ProPDF also lacks features that other suites list: OCR, desktop and mobile apps, an offline version, PDF to Excel or PowerPoint, crop, form filling, annotations and signature requests. Its signatures are simple visual signatures, an image on the page with no certificate, timestamp or audit trail. The interface is available in six languages: English, French, Spanish, German, Portuguese and Russian.

Match the tool to the job

Start from the task rather than the brand. For each common job, here is the kind of tool that handles it, who lists one, and what ProPDF offers.

  • Fix a typo, a date or a name: you need an editor that changes existing text. Adobe says this requires Acrobat Standard or Pro, Smallpdf lists text editing in Pro, and ProPDF's Edit PDF does it free, in Helvetica, Times or Courier, for text in Latin letters with common Western European accents.
  • Rewrite whole paragraphs: convert to Word, edit, then convert back. Word can open a PDF itself; ProPDF's PDF to Word normally turns a digital PDF into a .docx whose positioned text boxes approximate the layout of each page, and Word to PDF converts it back with LibreOffice.
  • Work on a scan: you need OCR, listed by Smallpdf in Pro, by iLovePDF on every plan, by PDF24 and by Adobe in Acrobat Pro and Studio. ProPDF has no OCR.
  • Type into a form or a blank area: Preview, Acrobat Reader's free-text annotations, Smallpdf's form filler or iLovePDF's PDF Forms. ProPDF fills no form fields and adds no text in empty areas; there, Edit PDF only places X marks and signatures, drawn, typed or imported as an image.
  • Sign a document yourself: ProPDF's Sign PDF runs in your browser without sending the file anywhere, with a signature you draw, type or import, plus initials; Preview and Acrobat Reader also offer signing. ProPDF's signature is an image on the page, with no certificate.
  • Collect signatures from other people: Smallpdf lists requests through Sign.com, iLovePDF lists iLoveSign, and Adobe says Acrobat Pro tracks request status and sets reminders. ProPDF does not send signature requests.
  • Comment, highlight or draw: Acrobat Reader's comments, highlights and sticky notes, Preview's markup tools, or Smallpdf's annotator. ProPDF has no annotation tools.
  • Hide personal data before you share: use a redaction tool, not a box drawn over the text, which leaves the words on the page for anyone to select and copy. ProPDF's Redact removes the text under the areas you draw from the page, with the form fields, comments and links under an area, so none of that text is left there to see, select or copy; the document's title, author, bookmarks and the files attached to it stay, so check them too, and the accessibility tags of a tagged PDF lose the redacted text too, except in rare cases.
  • Merge, split or reorder pages: ProPDF's page tools run entirely in your browser, with no file size cap beyond your device's memory.
  • Work without an internet connection: PDF24 offers PDF24 Creator for Windows as an offline version, and iLovePDF says its desktop app, marked as included in Premium and Business, lets you work without a connection. ProPDF has no offline version.
  • Use a desktop or mobile app: Acrobat Reader, Smallpdf's mobile and Windows apps, or iLovePDF's apps with Premium and Business. ProPDF has no app; you use it in a web browser.

A quick check before you pick a tool

  1. Write down the job in one line: fix a word, fill a form, sign, rewrite a section, reorder pages or hide data.
  2. Try to select a word in the PDF. If you cannot select any text, the page is probably a scan and you need a tool with OCR.
  3. Decide where the file may be processed: only on your device, or also on the vendor's servers.
  4. Read the free plan's limits on the vendor's pricing page: downloads, tasks, file size and which tools it includes.
  5. Test the tool on a copy of your file and inspect the result: wording, fonts, accents, alignment, any watermark and every page you changed.
  6. Keep the original until you have checked the edited version.
